IN THE EVENT THAT, AT THE END OF THE AUCTION, THE BEST OFFER HAS NOT EXCEEDED THE RESERVE PRICE, THE SAME WILL STILL BE SUBJECT TO THE PROCEDURE, WHICH WILL HAVE FULL DISCRETION TO EXPRESS ITS ECONOMIC CONGRUITY JUDGMENT.
